Recently Justin Bieber admit that his voice is changing. “I’m at that age where my voice is changing.”
Justin, who turned 16 on March 1, told Connelly. “It’s been a pretty smooth transition so far. I’m not all the way through it, but I have the best vocal coaches training me and stuff. … I like my voice how it is right now, but I have to work out it and it’s going to get lower, so I have to work with what I have.”

A number of things
Firstly I doubt it really matters if Justin’s voice changes, seeing as the edit his voice and add so many effects to it after the skeleton recording.
Secondly, why is this happening at 16!?! Late bloomer perhaps, if so, all these uneducated female fans are fantasising over a premature 16 year old. Also, if you look at the frame of his body, he hasn’t started to fill out. He was skinny shoulders and is rather skinny in general. Hardly a masculine figure.
